One of my favorite freeware photo editors with a good range of plug-ins, highlighting and fantastic “fade last effect” feature for the opacity fades normally found with layers. PhotoFiltre will quickly load just about any file format and makes jpg crunching easy with an adjustable slider and preview button. It also has a nice "replace color" function along with lots of other cool stuff.

Great power for a light, fast-loading program.
