I use PF to clean up my hand-drawn art after scanning it in, and making small edits on my digital art. It's also nice for simple functions like resizing/cropping/changing image formats. The only thing it's not as good for is drawing/painting, due to only having one layer to work on. Yet, it's simple, easy to use, and doesn't take up too much space on my computer. It's definitely handy, especially for a free program. I recommend it to other artists all the time.
